update on this is that ocuk tested it and said it perfect so ive got some testing to do at the weekend on the rest of the sys though we r going to get a new cpu and a case so i can get a high spec sys working until iv finished testing cause im getting realy tird of 98 on sysems that only run a web browser.
i need test 4 motherboard (even though they say its fine) and graphics card remembering that i can only test the graphics card on the mb iv got that dosn't work

So they say it works. Sods law. Firstly, just try your new system with everything you want to use.
Anyway, I know you have a PCI graphics card somewhere (well you did), so use that if your mobo ain't working with a new graphics card, to see if the graphics card is at fault (if the PCI one works, but the PCI-E one doesn't, then your GFX card is bust).
You need to test as much of your kit that you can, so run your CPU and RAM in your old mobo.

wel i have made up one fully workin comp with my old cpu half its memory my old graphics card and some other old kit just to get a system working
i also after some thinkin think there could be an extra posable prob im useing a new psu that mite not be a little energy deficent
i have the stuff bk and ive got it all fitted in the case without a cpu and with half the memory and ne un vital items not pluged in

Hmm, PSU could be the problem. It may be broken. Have you tried it in other PCs?

i cant it uses on another sys cause its the only comp iv got with a 24 pin power suply though i prity sure it works just not enough power
