Well, it would help to know what the exact upgrade is from to.
Anyway, it's up to you. Do you want a bike or a computer that is faster than the one you have now (which, IIRC, is pretty good, apart from the falling out AGP slot)?

thats the reason its geting worce cause now i cant start hl2 without it crashing a couple times and then having to play with artifacts of a sort
also the exat upgrade to is unknow cause i havent looked but if i get a bike i will only have what ever people give me if i go for the upgrade i will have ?200 - ?400 to spend to upgrade to pci express

Well, if it's causing major stability problems, upgrade.
For ?200 you could get a 6600GT and a good motherboard. And then you could spend another ?50 on RAM (you said memory upgrade in one option, so I think you'll want that in the second, just a guess).

acturly i don't want ne memory for now if i do a major upgrade as i have a gig its only if i have a small amout of cash to spend but if i do do A major upgrade i mite want to make anoth comuter out of the old parts to make a better server for my website but i wont be able to do it straight away cause itil cost to much

Remember that the 16x PCI-E slots can also be used in 1x, 4x and 8x mode for PCI-E cards that aren't graphics card, so it does not limit expansion car potential.

Very good.
I wouldn't install the GPU cooler straight away - it voids the warranty outright.
Don't see why you need a HDD cooler, the front fans should give it plenty of cooling, and an extra cooler means more noise.
I would also reccommend looking at the Akasa AK913 for cooling. I know it's a very good cooler, and a very similar price.
