It has a blue waxy outside with a white powdery inside

no honestly green stuff is modelling material used to fill gaps and cracks and then solidify to a hard solid once mixed/used.

Well that obviously explains the blue stuff.

What about the white powder?

Did you ever try taking some and seeing if you had an addiction afterwards?

green stuff is, ask dan, a strip of blue putty and a strip of yellow putty, when you mix the two ogether and roll it etc and knead it it activates the bonding so you place it where you want and it hardens to a degree whilst having the fixability of blue tack

so your white powder could be the other bit needed to make it harden.
