I actually think it may be genuine. The posts are very well written and there are two accounts one being Red Soldier and one being Blu soldier. Both of which are now banned. As nothing they have said seems to be incredibly offensive on the forums then it would have to be something else. Anyhow a soldier update would be nice to see. Yeah sure the engineer could do with something but the Demoman and Engineer update would be perfect together. Hopefully with the soldier we will get the trading system and hopefully some other nice things as well.

BLU SOLDIER did not originally post in character. RED SOLDIER did at all times, until being permanently banned. My guess is for impersonating another individual (even though they are fictional). My guess is the moderators did contact Valve on this before acting. Hence I do not believe RED SOLDIER was genuine. BLU SOLIDER certainly was not.

However, that is not to say the next update will not be for the soldier.
