Right well Im looking for a Dual Core CPU which will run at 3 Ghz or over anyone have any recommendations??

Any Core 2 Duos. The more recent the better (45nm is best). Depends on your budget really, though any C2D and a decent mobo will overclock to 3GHz happily.

This or this will do you fine, or this if you're strapped for cash and fancy some overclocking.

Thanks man Im fairly strapped for cash alright so the cheaper the better and oh christ over clocking XD best way to accidentaly blow up your pc and spent a lot of time frustrated to the point of kicking the crap out unanamous objects around you room but a sometimes necessary evil

No problem.

Overclocking modern CPUs is fairly easy, and if you want to get 3GHz off that one you only need to raise the FSB a bit (from 266 to 315), which should be fairly straightforward without volt changes, I think.
